The criterion of economic need shall be applied only on the basis of general predetermined criteria, published and notified to both the Commission and the Advisory Committee and aimed at promoting: - security of savings, higher productivity in the banking system greater uniformity of competition between the various banking networks, a broader range of banking services in relation to population and economic activity.
