Article 4

1. The discharge, dumping, storage, tipping and injection of waste are prohibited unless prior authorization is issued by the competent authority of the Member State in whose territory the waste is produced. Prior authorization must also be issued by the competent authority of the Member State - in whose territory the waste is discharged, stored, tipped or injected; from whose territory it is discharged or dumped. 2. Authorization may be granted for a limited period only. It may be renewed.
