The competent authority of the Member State concerned shall ensure, by means of inspection, that the legal requirements relating to veterinary medicinal products are complied with. Such inspections shall be carried out by authorized representatives of the competent authority who shall be empowered to: 1. inspect manufacturing or trading establishments and any laboratories entrusted by the holder of the authorization referred to in Article 24 (1), with the task of carrying out control tests pursuant to Article 10 point 2;
