measures to facilitate the application of the standards and functional specifications, in particular by means of coordinating Member States' activities in: the verification of the conformity of products and services to the standards and functional specifications on the basis of test requirements specified; the certification of conformity to standards and functional specifications in accordance with properly harmonized procedures.
