First Council Directive 89/104/EEC of 21 December 1988 to approximate the laws of the Member States relating to trade marks · European Union
The Member States shall bring into force the laws, regulations and administrative provisions necessary to. comply with this Directive not later than 28 December 1991 They shall immediately inform the Commission thereof.
