the embryos described above were collected, processed and stored under conditions which comply with the standards laid down in Directive No 89/556/EEC and, where consigned to a Member State which does not vaccinate against foot-and-mouth disease, with the requirements set out in the second indent of Article 4 (1) of that Directive;
