Council Directive 89/654/EEC of 30 November 1989 concerning the minimum safety and health requirements for the workplace (first individual directive within the meaning of Article 16 (1) of Directive 89/391/EEC) · European Union

The dimensions of the free unoccupied area at the workstation must be calculated to allow workers sufficient freedom of movement to perform their work. If this is not possible for reasons specific to the workplace, the worker must be provided with sufficient freedom of movement near his workstation.
