8 . Diese Verordnung ist daher nicht nur auf Artikel 87, sondern vor allem auf Artikel 235 des Vertrages zu stützen, wonach sich die Gemeinschaft für die Verwirklichung ihrer Ziele zusätzliche Befugnisse geben kann, und zwar auch hinsichtlich der Zusammenschlüsse auf den Märkten für landwirtschaftliche Erzeugnisse im Sinne des Anhangs II des Vertrages .
