Council Directive 90/531/EEC of 17 September 1990 on the procurement procedures of entities operating in the water, energy, transport and telecommunications sectors · European Union

Contracting entities shall invite the selected candidates simultaneously and in writing. The letter of invitation shall be accompanied by the contract documents and supporting documents. It shall include at least the following information: (a)the address from which any additional documents can be requested, the final date for such requests and the amount and methods of payment of any sum to be paid for such documents; (b)the final date for receipt of tenders, the address to which they must be sent and the language or languages in which they must be drawn up; (c)a reference to any tender notice published; (d)an indication of any document to be annexed; (e)the criteria for the award of the contract if these are not given in the notice; (f)any other special condition for participation in the contract.
