Council Directive 90/675/EEC of 10 December 1990 laying down the principles governing the organization of veterinary checks on products entering the Community from third countries · European Union

in the case of passage through one of the territories referred to in Annex I such transport is carried out, without the goods being unloaded, under the supervision of the competent authorities in vehicles or containers sealed by the competent authorities; the only handling authorized during transport shall be that carried out at the point of entry into or exit from one of the territories referred to in Annex I.
