Absatz 2 ist nicht anwendbar, wenn der Mitgliedstaat anerkannt hat, daß die betreffende Person zur Durchführung bestimmter Experimente und Tests berechtigt ist und festgelegt hat, unter welchen Bedingungen die Experimente und Tests durchzuführen sind.
