Council Directive 91/440/EEC of 29 July 1991 on the development of the Community's railways · European Union
Member States may assign to railway undertakings or any other manager the responsibility for managing the railway infrastructure and in particular for the investment, maintenance and funding required by the technical, commercial and financial aspects of that management.
