Whereas the action the Member States have taken in response to Commission recommendation 87/63/EEC of 22 December 1986 concerning the introduction of deposit-guarantee schemes in the Community OJ No L 33, 4. 2. 1987, p. 16. has not fully achieved the desired result; whereas that situation may prove prejudicial to the proper functioning of the internal market;
