(b) The design type of the receptacle shall be approved by a testing and certifying body approved by the competent authority of the country of approval(44). The compliance of any receptacle with the approved design shall be declared in writing by the manufacturer on the basis of his quality assurance programme for final inspection and testing of receptacles, approved and supervised by a testing and certifying body approved by the competent authority of the country of approval(45); or
