When limit values and alert thresholds are set, criteria and techniques shall be established for: the measurement to be used in implementing the legislation referred to in paragraph 1: the location of the sampling points, the minimum number of sampling points, the reference measurement and sampling techniques; the use of other techniques for assessing ambient air quality, particularly modelling: spatial resolution for modelling and objective assessment methods, reference modelling techniques. These criteria and techniques shall be established in respect of each pollutant according to the size of agglomerations or to the levels of pollutants in the zones examined.
