Diese Verordnung tritt am Tag ihrer Veröffentlichung im Amtsblatt der Europäischen Gemeinschaften in Kraft. Sie gilt ab dem 1. Januar 1997. Die Artikel 12, 13, 14 Absatz 3, 16, 17, 18, 19 und Artikel 21 Absatz 3 gelten ab dem Inkrafttreten der Verordnung. Diese Verordnung ist in allen ihren Teilen verbindlich und gilt unmittelbar in jedem Mitgliedstaat.
