Ist vor der Ausfuhr oder Wiederausfuhr kein Dokument nach Buchstabe b) ausgestellt worden, so muß das Exemplar beschlagnahmt werden und kann gegebenenfalls eingezogen werden, es sei denn, das Dokument wird entsprechend den Bedingungen, welche die Kommission nach dem Verfahren des Artikels 18 festgelegt hat, nachträglich vorgelegt.
