Amendment procedure In accordance with the procedure laid down in Article 16: The Annexes may also be amended in accordance with the procedure laid down in Article 16 when it is necessary to improve the arrangements established by this Directive, but without broadening its scope. the Annexes, the definitions, references to Community instruments, references to IMO resolutions, may be amended to the extent necessary to bring them into line with Community or IMO measures which have entered into force, but without broadening the scope of this Directive.
