Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds · European Union
The Community support framework shall provide coordination of all Community structural assistance in the regions concerned, including, in accordance with Article 1(3), assistance for the development of human resources.
