the provisions for implementing an operational programme shall include: designation by the Member State of a managing authority within the meaning of Article 9(n) responsible for managing the operational programme in accordance with Article 34; a description of the arrangements for managing the operational programme; a description of the systems for monitoring and evaluation, including the role of the Monitoring Committee; a definition of the procedures concerning the mobilisation and circulation of financial flows to ensure their transparency; a description of the specific arrangements and procedures for checking on the operational programme.
