The committee shall act as a Management Committee according to the procedure laid down in Article 47(3) when it deals with: the implementing rules referred to in Article 53(2). Other committees shall be consulted under their consultative competence on the abovementioned implementing rules, in so far as they are concerned; the implementing rules referred to in Article 5 of Regulation (EC) No 1261/1999 of the European Parliament and of the Council of 21 June 1999 on the European Regional Development Fund (ERDF)(13); the guidelines relating to the Community initiatives referred to in Article 20(1)(a) ("Interreg") and 20(1)(b) ("Urban"); the guidelines for the different types of innovative measures provided for in application of Article 22, in the case of support from the ERDF.
