"mixed municipal waste" means waste from households as well as commercial, industrial and institutional waste, which because of its nature and composition is similar to waste from households, but excluding fractions indicated in the Annex to Decision 94/3/EC(22) under heading 20 01 that are collected separately at source and excluding the other wastes indicated under heading 20 02 of that Annex;
