Die Kommission erteilt Lizenzen für die in Absatz 1 Unterabsatz 2 und in Absatz 2 Ziffer ii) genannten Verwender und teilt ihnen mit, für welchen Verwendungszweck diese Lizenz gilt sowie welche Stoffe und Stoffmengen sie verwenden dürfen.
