(5) Da früher als vorgesehen Technologien zum Ersatz von ozonabbauenden Stoffen verfügbar sind, sollten in bestimmten Fällen strengere Kontrollmaßnahmen eingeführt werden, als sie in der Verordnung (EG) Nr. 3093/94 des Rates vom 15. Dezember 1994 über Stoffe, die zum Abbau der Ozonschicht führen(5) und im Montrealer Protokoll vorgesehen sind.
