Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data · European Union

Scope Without prejudice to the other provisions of this Regulation, this Chapter shall apply to the processing of personal data in connection with the use of telecommunications networks or terminal equipment operated under the control of a Community institution or body. For the purposes of this Chapter, "user" shall mean any natural person using a telecommunications network or terminal equipment operated under the control of a Community institution or body.
