Member States shall notify the Commission and the other Member States of the names and addresses of: the type-approval authorities and, if applicable, the disciplines for which the authorities are responsible; the technical services which they have approved, specifying for which test procedures each of these services has been approved. The notified services must satisfy the harmonised standards on the operation of testing laboratories (EN 45001) subject to the following provisos: a manufacturer may not be approved as a technical service except where the separate Directive makes express provisions for doing so; for the purpose of this Directive it is not considered exceptional for a technical service to use equipment from an outside source, subject to the agreement of the approval authority.
