The Commission, having first consulted the Authority, shall establish, in accordance with the procedure laid down in Article 22(2), implementing rules for the application of this Article, including rules concerning the preparation and the presentation of the application. Until such implementing rules are adopted, the application shall be made in accordance with the Annex to Directive 87/153/EEC.
