The Commission shall have the power to lay down in accordance with the procedure referred to in paragraph 2: implementing provisions concerning the form, content and other details of notifications and submissions pursuant to Article 4; implementing provisions concerning time limits pursuant to Article 4(4), (5) Articles 7, 9, 10 and 22; the procedure and time limits for the submission and implementation of commitments pursuant to Article 6(2) and Article 8(2); implementing provisions concerning hearings pursuant to Article 18.
