A Community inspection visit on-the-spot shall take place before such lists are drawn up unless: the risk determined in accordance with Article 18, point 18 does not warrant it; and it is determined, when deciding to add a particular production area to a list in accordance with paragraph 1, that other information indicates that the competent authority provides the necessary guarantees.
