in Article 70, the first subparagraph shall be replaced by the following: ‘Member States shall adopt the laws, regulations and administrative provisions necessary to comply with this Directive by 31 January 2007. They shall forthwith inform the Commission thereof. They shall apply these measures from 1 November 2007.’;
