(23) Directive 2000/60/EC includes in Article 11(2) and Part B of Annex VI on the programme of measures a non-exclusive list of supplementary measures which Member States may choose to adopt as part of the programme of measures, inter alia: legislative instruments, administrative instruments, and negotiated agreements for the protection of the environment.
