Directive 2006/123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market · European Union
The criteria referred to in paragraph 1 shall be: non-discriminatory; justified by an overriding reason relating to the public interest; proportionate to that public interest objective; clear and unambiguous; objective; made public in advance; transparent and accessible.
