An amendment of a product specification may be requested by a Member State at the request of a group established on its territory, or by a group established in a third-country. In the latter case, the application shall be sent to the Commission either directly or through the authorities of that third country. Applications shall demonstrate a legitimate economic interest and describe the amendments sought and the justification therefore. Applications for approval of an amendment shall follow the procedure provided for in Articles 7, 8 and 9. However, if the only amendments proposed are minor ones, the Commission shall decide to approve the change without recourse to the procedure in Article 8(2) and Article 9. The Commission shall publish, where appropriate, the minor amendments in the Official Journal of the European Union.
