‘Article 12 Implementation 1. The Commission may request the Member States, in consultation with the Committee, to provide it with information on the operation of national review procedures. 2. Member States shall communicate to the Commission on an annual basis the text of all decisions, together with the reasons therefor, taken by their review bodies in accordance with Article 2d(3). Article 12a Review No later than 20 December 2012, the Commission shall review the implementation of this Directive and report to the European Parliament and to the Council on its effectiveness, and in particular on the effectiveness of the alternative penalties and time limits.’;
