Entities producing, transporting or distributing gas on the basis of a licence (vergunning) granted by the municipal authorities pursuant to the Gemeentewet. For instance: NV Nederlandse Gasunie Municipal or provincial authorities transporting or distributing gas pursuant to the Gemeentewet or the Provinciewet. Local authorities or associations of local authorities distributing heat to the public.
