DIRECTIVE 2008/98/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 19 November 2008 on waste and repealing certain Directives (Text with EEA relevance) · European Union

Member States shall ensure that producer responsibility organisations are not allowed to refuse the participation of local public authorities, social economy entities or other re-use operators in the separate collection system established pursuant to paragraph 8.
