Article 41a — Review

By 31 December 2029, the Commission shall evaluate this Directive and Directive 1999/31/EC. The evaluation shall, inter alia, also assess: (a) the effectiveness of the financial and organisational responsibility of the extended producer responsibility schemes for textile, textile-related and footwear products listed in Annex IVc established pursuant to this Directive to cover the costs arising from the application of the requirements set out in this Directive, including assessing the possibility of requiring a financial contribution from commercial re-use operators, in particular larger ones; (b) the possibility of setting waste prevention, collection, preparing for re-use, and recycling targets for waste textile; (c) the possibility of introducing prior sorting of mixed municipal waste to prevent waste which can be recovered for preparing for re-use, or recycling from being sent to waste incineration or landfilled. The Commission shall present a report on the findings of that evaluation to the European Parliament and to the Council. Where appropriate, the report shall be accompanied by a legislative proposal.
