Transit passengers and their cabin baggage may be exempted from screening, if: they remain on board the aircraft; or they do not mix with screened departing passengers other than those who board the same aircraft; or they arrive from a Member State, unless the Commission or that Member State has provided information that those passengers and their cabin baggage cannot be considered as having been screened to the common basic standards; or they arrive from a third country where the security standards applied are recognised as equivalent to the common basic standards in accordance with the regulatory procedure referred to in Article 19(2).
