2.

The measures designed to amend non-essential elements of this Regulation, by supplementing it, laying down the following: the standard form and content of the data to be registered; maintenance of those data, by the customs authorities of Members States; the rules for access to those data by: economic operators, other competent authorities, shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 184(4).
