The customs authorities may require any person stating that he is acting as a customs representative to produce evidence of his empowerment by the person represented. The measures designed to amend non-essential elements of this Regulation, by supplementing it, laying down derogations from the first subparagraph, shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 184(4).
