Article 3

The objective of Europol shall be to support and strengthen action by the competent authorities of the Member States and their mutual cooperation in preventing and combating organised crime, terrorism and other forms of serious crime affecting two or more Member States. For the purposes of this Decision, ‘competent authorities’ shall mean all public bodies existing in the Member States which are responsible under national law for preventing and combating criminal offences.
