If the competent authorities of the Member State decide not to comply with a request made by Europol, they shall inform Europol of their decision and of the reasons therefor unless they are unable to give their reasons because: to do so would harm essential national security interests; or to do so would jeopardise the success of investigations under way or the safety of individuals.
