Note 1ML13.b. includes materials specially designed to form explosive reactive armour or to construct military shelters. Note 2ML13.c. does not control conventional steel helmets, neither modified or designed to accept, nor equipped with any type of accessory device. Note 3ML13.c. and d. do not control helmets, body armour or protective garments when accompanying their user for the user's own personal protection.
