Council Directive 2009/119/EC of 14 September 2009 imposing an obligation on Member States to maintain minimum stocks of crude oil and/or petroleum products · European Union

Member States may set up CSEs. No Member State may set up more than one CSE or any other similar body. A Member State may set up its CSE at any location within the Community. Where a Member State sets up a CSE, it shall take the form of a body or service without profit objective and acting in the general interest and shall not be considered to be an economic operator within the meaning of this Directive.
