(17) Retrofitting heavy duty vehicles with diesel particle filters could result in higher nitrogen dioxide (NO_(2)) emissions. As part of the thematic strategy on air pollution, the Commission should therefore draft a legislative proposal to harmonise national legislation on retrofitting and ensure that it incorporates environmental conditions.
