paragraph 2 of point (b) (Observation unit) shall be replaced by the following: ‘2. The use of other observation units may be decided by the Commission. Those measures, designed to amend non-essential elements of this Regulation by supplementing it, shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 18(3).’;
