point 2(e) in Part A of Chapter VI shall be replaced by the following: ‘(e) preserved by a process other than tanning specified by the Commission. Those measures, designed to amend non-essential elements of this Regulation, shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 33(3).’;
