Article 4

Regulation (EC) No 713/2009 of the European Parliament and of the Council of 13 July 2009 establishing an Agency for the Cooperation of Energy Regulators (Text with EEA relevance) · European Union

The Agency shall: issue opinions and recommendations addressed to transmission system operators; issue opinions and recommendations addressed to regulatory authorities; issue opinions and recommendations addressed to the European Parliament, the Council, or the Commission; take individual decisions in the specific cases referred to in Articles 7, 8 and 9; and submit to the Commission non-binding framework guidelines (framework guidelines) in accordance with Article 6 of Regulation (EC) No 714/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the network for cross-border exchanges in electricity See page 15 of this Official Journal. and Article 6 of Regulation (EC) No 715/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the natural gas transmission networks See page 36 of this Official Journal. .
