Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with: points 3, 4, 16 and 17 of Article 1 and points 1, 2(c), 3 and 5(b)(iii) of Annex I, by 1 January 2011; and the provisions of this Directive other than those specified in point (a), by 31 December 2011. When Member States adopt the measures referred to in this paragraph, they shall contain a reference to this Directive or shall be accompanied by such reference on the occasion of their official publication. The methods of making such reference shall be laid down by Member States.
