Before submitting their first bid directly through any auction platform auctioning two-day spot or five-day futures, persons eligible pursuant to Article 18(1) or (2) shall apply to the auction platform concerned for admission to bid. When an auction platform organises a secondary market, members of or participants in the secondary market organised by the auction platform concerned fulfilling the requirements of Article 19(1) shall be admitted to bid without applying under the first subparagraph of this paragraph.
